Shri Thakur Dutt Dhariyal joined as the Commissioner for Persons with Disabilities, Govt. of NCT of Delhi on 17th March 2017. Immediately before that, he was Advisor, Disability Inclusion and Mainstreaming in CBM, a Germany based disability and development organization of more than 100 years’ standing.
Air Commodore Ranjan Mukherjee, Vishisht Sewa Medal joined as State Commissioner for Persons with Disabilities, GNCT of Delhi on 28.01.2021. He has been a commissioned officer of the Indian Air Force with 39 years of multifaceted experience in both civil and defence Administration & Management. Besides the Air Force, he worked as Officer on Special Duty to the Hon’ble Lt. Governor, Delhi from 2007 to 2013, he worked as Additional Director General, Prasar Bharti from 2014 to 2018, , and as Advisor cum Secretary to Hon'ble Minister of State, Agriculture and Farmers Welfare, GoI, since 03 May 2018, till 30 June 2019, (this post was with the due approval of the Cabinet Committee of Appointment).

He holds Masters’ degrees in Economics and Business Administration from University of Hull, UK.
Shri Dhariyal worked as a Civil Servant for more than 3 decades in the Ministries of Defence, Home, Shipping and Social Justice and Empowerment. He was Deputy Chief Commissioner for Persons with Disabilities in Government of India for over 13 years till 2014.
Working for persons with disabilities is his passion. He has been actively working to help persons with disabilities to secure their rights and entitlements and the organizations to implement laws and policies for empowerment of persons with disabilities.
Shri Dhariyal has contributed articles and presented papers on inclusive education, employment, mainstreaming disability, barrier free environment, community based inclusive development, etc.
He also compiled a book entitled "Judgments on Disability Issues” and contributed in bringing out a Compendium on International and National Human Rights Regime for Persons with Disabilities; Disabled Friendly Sports Facilities; Guide book on Accessible Tourist Places in Delhi.
He has also been/is the Guest Faculty and trainer on a variety of disability issues in premier Training Institutes like Lal Bahadur Shastri National Academy of Administration, Mussoorie, Institute of Secretariat Training and Management, New Delhi, IIPA, New Delhi, UTCS, Govt. of NCT of Delhi, State Administrative Training Institutes, CSIR, ISRO, IOCL, NTPC, Oil India, Institute of Public Administration, Bengaluru, etc,
Shri Dhariyal has also been/is a member of various expert committees in the Government, UGC, Universities, NIOS, Corporate Sector, NGOs/INGOs.

Subsequently, he worked in the Cabinet Secretariat till his joining as State Commissioner for Persons with Disabilities. During his stint as OSD to L.G. and similarly as Principal Commissioner, DDA, Special Projects, he was instrumental in implementing much required “Accessibility” for persons with disabilities in all stadias, public conveniences, malls, markets, bus shelters and all modes of public transports.
With sound professional ability to plan and execute task under strained circumstances he is able to achieve the desired goals by managing diverse teams and utilizing effective negotiation and communication skills.
During his career in IAF, GNCTD, I&B Ministry GOI, Agriculture Ministry GOI, Cabinet Secretariat, GOI, he has always been caring and sympathetic to the special needs of the persons with disabilities.
Air Cmde Mukherjee completed his B. Sc. (Agricultural Sciences) 4 years integrated course from Institute of Agricultural Sciences, Banaras Hindu University in 1981. He also completed Masters in Business Administration with specialization in Human Resource Development from Symbiosis Institute of Management Studies, Pune in 2005.
